New 2007 Daylight Savings Time Rules
Solution For Windows Xp and Vista:
Instructions for updating your computer so that it follows the new Daylight Savings Time Rules are available at:

http://support.microsoft.com/gp/cp_dst

Essentially, all Microsoft instructs you to do is to install all of your operating system's updates. Once updated, the new DST rules will automatically work properly.

But what if you are using Windows 98, Me, or 2000? Unfortunately, Microsoft no longer supports these, so there is no "official" patch to fix this issue. However, there is a tool that you can use to fix the problem yourself.

2) Unzip the program
3) Open tzedit.exe
4) Select your time zone and click EDIT
5) Reproduce the settings below to fix your time:

6) Press Ok and you're done!

It is important to note that Congress made this change in the hopes that it would help with energy conservation. If this little 'experiment' doesn't end up saving energy, they have reserved the right to revert to the original system.
